Pipeline Enable and Timing Register Select

These two bits are used to enable the pipelines (including the basic function of scanning
on-screen data from the frame buffer to the screen), and selecting the timing registers that
should be used (in the case of pipeline A, which can use either CR or FR timing register
sets).
