This value determines the gap of current PWMOUT1 duty-cycle and
FAN1_RAISE_DUTY. After current PWMOUT1 duty-cycle is larger
than (FAN1_RAISE_DUTY + F1_NZ_WAIT), it starts to compare if
the current fan count equals to FFFFh, which is one of the condition
of FAN1 Non-zero-PWM fault.
This value determines the tolerance of fan expect count.
