DTMF Amplitude = MIN(255, MAX(0, 1024*log2(a1*a1+a2*a2)[phone])/32)
Where a1 and a2 are the sinusoid amplitudes (maximum non-clipping single sinusoid
amplitude = 32767) of the two tones.
MIN(a, b) = minimum of a and b, MAX(a, b) = maximum of a and b.
