from register 144- 159 mapping (for 4 Queues) into
two queues low/high priorities.

01 (1) = Prio_2Q[0] map to Low/High priority queue
10 (2) = Prio_2Q[1] map to Low/High priority queue
11 (3) = map to High priority queue
