CR38 can only be accessed in the configuration state and after the CSR has been initialized to 38H. CR38
is the LPC GPIO Polarity Register and is used to select the polarity of LGP44-LGP47 pins.
CR39 can only be accessed in the configuration state and after the CSR has been initialized to 39H. CR39
is used to program nIO_PME pin output type and polarity.
