It is possible to operate the RC oscillator using only the parasitic capacitance of the
package and printed circuit board. To minimize sensitivity to external parasitics, external
capacitance values in excess of 20 pF are recommended.

When using the external RC OSCILLATOR mode, the oscillator stops
oscillating if the power supply drops below 2.7 V, but before the power
supply drops to the VBO threshold. The oscillator resumes oscillation
when the supply voltage exceeds 2.7 V.
