Timer interrupt bit
The timer sets this bit to indicate that it has decremented to zero. This
bit remains set until the software resets it.
Counter enable bit
Setting the CE bit to one cause the timer to begin decrementing.
Setting the CE bit to zero stops the timer.
Interrupt enable bit
When the IE is set to one and the counter decrements to zero, the
timer asserts its interrupt signal to interrupt CPU.
