When the IBM3206K0424 is transmitting to a 53-byte Utopia PHY the HEC byte (byte five of the ATM header)
will be sent as x’00’, if bit 17 of the transmitting configuration is a ’1’. Otherwise the value of the LINKC Trans-
mitted HEC Control Byte Register will be sent.
