Captures I/O ring contents; Places the boundary-scan register between TDI and TDO;
This operation does not affect RLDRAM 3 operations.
Loads the ID register with the vendor ID code and places the register between TDI
and TDO; This operation does not affect RLDRAM 3 operations.
