The PNOFFB0 bit is reset in following cases.
Always set bits 0 to 2, 5 to 7 of TW0M to 0.
When TW0UDC is stopped (CE0 = 0)
When an output stop is generated by TW0TOFFP while TW0UDC is operating
(CE0 = 1).
