MOC is the register that controls the operation of the X1 oscillator or the internal high-speed oscillator which
generates the high-speed system clock.
This register is used to stop the high-speed system clock when the CPU is operating with the internal low-speed
oscillation clock.
MOC can be set by a 1-bit or 8-bit memory manipulation instruction.
Reset signal generation clears this register to 00H.
