dequeue from a system receive queue, poll system memory directly. A buffer’s entry is filled if its value is
non-zero.
RXQUE synchronizes its internal-register operations with the initiation, rather than completion, of its
system-memory operations. Therefore, the state of system memory lags the state of RXQUE.
