19.3.17 HcPeriodicStart Register (HPSR)
HPSR has a 14-bit programmable value, which determines the earliest time when the host
controller should start to process the periodic list.

These bits are always read as 0. The write value should
always be 0. The operation is not guaranteed if 1 is
written to these bits.
Periodic Start
This field is cleared after the hardware reset. Then this
field is set by the host controller driver while the host
controller performs initial settings. This value is roughly
calculated as 10% off from the HcFmInterval register. The
normal value is H '2A2F.
When the HcFmRemaining register reaches the specified
value, the processing of the periodic list has a higher
priority than the control/bulk processing. Consequently,
the host controller starts to process the periodic list after
the completion of the current control/bulk transaction.
