For on chip debugging support (OCDS) an additional bit EPEC GPSEN is introduced to
stop the peripheral clock for arbitrary lengths of time during debugging if this function is
enabled. If debugging mode is active, the peripheral core rejects write access to
registers connected to the peripheral clock.
To be compatible with previous C16x products an EPEC EX_DISR signal is provided to
disable the peripheral clock.
